There are two ways to reach Noiseless Pass:

• Purchase the Jarvonian Letter of Passage for 4.5K coins at the Fort of Permafrost (castle) within the Fort of Permafrost in Jarvonia and travel there directly.
• Acquire the Diving Gear Set and travel through Syrenthia.
