The Cape of Achiever requires you to get Achievement Points (AP) equal to the amount available from achievements.
As of 0.3.0-beta+598, this number is 240. Getting the cape does not require completing every achievement, as each Collectible gives you one AP as well. There are 45 collectibles, making the total possible AP 285.
Getting the cape without completing any extreme achievements is possible by completing every other achievement and gathering 30 collectibles, meaning you can skip 15 of the collectibles.
The 5 most difficult collectibles are from Treasure hunt and Fossil mining, meaning you can skip Treasure hunter token, Artificial snowflake, Swordfish sword fossil, and Terrifying fossil, as well as one other collectible, for example Walrus tusk or Easter egg.
Collectibles from shops and rewards (such as faction rewards) do not require luck, just grinding.
With good routing and good luck, it is possible to get the Cape of Achiever in ~4.5-5 million steps.
