The best place to do bulk smithing of materials into bars (with the exception of smithing Farganite Bars which requires the Frozen Forge) is the Underwater Forge in Syrenthia.
With a good set of diving gear you can maximize NMC and nearly double your output. This set will get you 1.92 times the inputs. The diving gear sets should be the best available though you may have better results with the Smith's Apron swapping for the Hydrilium Diving Torso depending on quality. If you do use the Apron you'll need to swap the bag of rocks for the Oxygen Tank.
The Bag of Rocks and Bat Rings are optional and just help to boost exp gain.
